You cannot access the NEOPB Application through Internet Explorer and get this message.
1. Go to Tools
2. Compatibility View Settings
3. Uncheck the box for 'Display intranet sites in Compatibility view'
4. Make sure 'ca.gov' is not listed in the list above under 'Websites you have added to Compatibility View'
5. Once you close the menu, please click this link to the application.
